TOPS was originally designed for New Orleans public school graduates and it was a private fund called the Taylor plan. Once Patrick Taylor passed away, the state got his wife to sign off on this bullshite that has turned into a tax sucking entitlement.

It started with the 200 or so 7th and 8th graders that he promised a college education. But he himself pursued it through the state legislature to make it state wide and state funded and his mission was not only to offer education but a path to graduation. It was TOPS before he died somewhere around 2005 ish. It was tax funded but later was watered down and his wife has never approved of it but it’s out of her hands.
