Now, if you did play by the rules and were still denied funds, that is a different story!

It's government in general. The university runs with government employees, who are shite at their jobs. The people who run the university also have no concept of money and how to do business, so they spend far more than they should. As long as they can use political pull to get money from the government and swindle students by making them pay huge amounts of money through loans, there will be no changes. Once the money starts really drying up, then there will be changes or the university will no longer exist

Sounds like there is a problem with the accounting department.
