I’m telling you that the pilot couldn’t be charged with busting an altitude for indicating 200’ off. It would have to be 300’.
Regardless, you want the helo to pass behind traffic, as instructed. Using 100’ separation with a descending arrival isn’t a winning plan.

What were the altitudes of the planes the Blackhawk was “trying to crash into”?

You’re not wrong, but what ATC didn’t need to happen was the two radar targets merge with one of those targets in a descent. Instructions were given to avoid merging targets.

I’m guessing a bunch of military brass will no longer be able to use helicopters as Taxis in the DC area when this all shakes out.

It is very common to route vfr traffic directly over the middle of the runway. Typically there isn’t anyone in the air over the middle of the runway. This seems much safer than in the approach/departure path.

That's terrible to watch. You can see how the plane just flips over and over until crashing into the river. Those poor people who weren't sitting at the point of impact must've been terrified.
Also, I don't see how this wasn't intentional after seeing it up close like that. How the hell did they not see that plane? The helicopter crew was experienced and we've been told the only thing that made this a "training" flight is the fact that they were maintaining their flying hours requirement or something to that effect. What the hell, man? They most definitely had the skill, knowledge, and ability to go up, down, or out of the fricking way in general but they chose to keep flying straight toward that plane.
A little bit of doubt is starting to creep into my mind that this was an accident.
