Pittsburgh - I have heard that Pittsburgh is fast becoming a rust belt success story. A lot of people in the area are moving there and it is becoming a regional icon. So I included it....
insert your own - maybe Nashville if I didn't think the place was so incredibly overrated.
Forgot about Miami. ton of culture there too. considered the capital of South America.

Are you just excluding the top economic cities from this list?
It is pretty hard to say that Chicago, NYC and LA don't have a massive cultural impact on the US and the world.
Especially when compared to Portland and fricking Pittsburgh.

Yeah I separated the two.
Economy drives a culturally diverse and active city. So more or less, one drives the other.
but some cities rely on its natives to maintain build that culture.
I think this is the only way to develop a good top 10.

1. Seattle (PNW is beautiful, I like the weather, Olympic and Mt Rainier NP are great)
2. Denver (Rocky Mountains)
3. Austin (Fastest growing city in the U.S., great economy, almost no crime, lack of cultcha')
4. Boston (History, Fenway, Lobstah)
5. Portland (Cool culture, Nice weather)
6. San Diego (Less crowded than LA)
7. Phoenix (Mountains, Vegas, and Ocean within driving distance)
8. Miami (lower because of Cubans)
9. San Francisco (Low because of $$$)
10. N.O. (Only in the top 10 because it's fun)
I wouldn't put NYC, LA, or Chi in the top 20. They all suck. Too crowded and $$ to experience everything.

It's crowded because everyone wants to be there, and it's expensive because people are willing to pay it to be there. Sounds like a good indicator of a top 20 city to me.
