I live in Destin, and I owe a parking ticket that N.O. from back in 2004ish.

According to this and what you posted, you took the connector to the bridge. You paid the bridge toll... that's the $3 cash. The $1.50 each way is the connector. The connector doesn't take cash.
Tolls
Cashless tolls is the new thing. No need to pay people to collect the cash, plus, the safety issue. Toll by plate isn't a bad thing, actually. They are charging the car, not the driver.
There are alternatives to toll by plate. In Houston, there are two toll roads that are EZ-PASS only. You are not allowed to use them without a toll tag. That would make no sense for a tourist area. The other option is what they tried to do on LA 1 with the "sticker kiosks" which has turned out to be a disaster.

If you have sunpass does the toll by plate come directly out of that or do they still send you a bill?

Just drove through this. Drive through the Toll By Plate side and then about a mile down the road pay an actual toll. bullshite if you ask me

They will turn that $5.50 toll into a misdemeanor and prosecute if you don't pay then try and have your license suspended in your home state. I hear this all the time.
They have a picture of your tag and car if you got a bill and they are relentless.
I winter in the Key's and it's like $28.00 from there into Georgia. You can just buy a sunpass stick it on your windshield and it tally's the tolls automatically once an account is created.
Before I bought one I would lower my tailgate on the truck and flop out that bed extender bracket believe it or not it worked so that the camera's couldn't see the tag. Then I felt like a ten year old and just stopped in publix and bought a pass one afternoon.

Go in your pick up truck and put your tailgate down before you go through. They cant take a pic of your license plate that way.

How the frick do you think they pay for those nice roads in FL?
Take the long way if your too fricking cheap to pay the toll.
There is a big GIANT sign that warns you of the last exit before TOLL BY PLATE.

I'm shocked that there are people dumb enough to believe that somehow tolls collected on toll roads will benefit those pesky welfare/food stamp scamps.
