I was a delivery driver and a waiter in college. I spent way less time devoted to your delivery. I might average 8 tables a night as a waiter, and 30 deliveries as a driver. And the dollar value on the delivery was way less important. 4 people or 10.... I'm just doing of a few bags. At a restaurant, larger orders are a lot more work. I was happy to get a few bucks as a driver. We also got paid min wage compared to the 2.13 an hour you get as a server (or used to).
