Time for people to realize it doesn't matter who the police chief is.

Baton Rouge is the way it is because of demographics, plain and simple. Broome being elected is a result of demographics. The choices she makes (or doesn't make) are direct results of demographics. No police chief can wave a magic want and fix the underlying issues, regardless of management style or tactics.
EBR leadership is simply doing what their electorate wants them to do. So unless there is a major demographic shift, or a total overhaul in the behavior and belief system of the majority, the whole thing is a self fulfilling prophecy.
See Memphis, Jackson, Baltimore, St. Louis, New Orleans, etc. The list goes on and on. I have yet to see an example of a city making a full rebound from this trend. The worst part is, BR is not even close to rock bottom yet.

This makes the perfect case for why St. George needs to be a real thing.
Look at Madison outside of Jackson. Whites got tired of paying for culcha and all the shite that comes with it... the crime, the violence, the bad schools, etc. They moved out, formed Madison, profit.

Madison has a lot of building restrictions that help it, if I remember correctly. That helps it stay nice.
The big problem with Baton Rouge suburbs is that they have no restrictions. Flooding? They don't care. Shitty cookie cutter neighborhoods? They don't care. HUD Apartments? They don't care. Ugly strip malls? They don't care.

We also have a no rent policy in Madison which means no apartments. Some people do rent, but it will be a whole house and rent starts at like $1,400 a month.
