That's PRECISELY why one direction gets a yellow and one direction gets a red.

If one direction is blinking yellow, I would assume that way has the right away over the directions that have the blinking red light. Obviously you slow down and proceed with caution, but the blinking red light lanes should stop every time.

Just follow your light, don't worry about the other direction. You are making it difficult.

It's impractical to think people will just sit at red blinking lights waiting to see if cross traffic will stop or not. I know that's how it should work, but in practice it simply doesn't.

So if you have a red blinking light, and someone is flying through the intersection, you don't go. It's really not that fricking hard.
If you have the yellow, proceed with caution. If the other way has red, they will be going from a stop, you shouldn't be going fast enough to make it a problem, they would be in the wrong anyway.

You don't have to see the other light.
Its never four yellow blinking lights. Is either 4 blinking red or two yellow and two red.
If you have blinking yellow....you always have the right of way if you aren't turning.
If all are yellow....the state or city is negligent and liable.
Yellow ALWAYS means to continue but with caution.....when you stop...you are impeding traffic and you can now be liable

What mythical land do you reside?
People don't go flying through blinking yellow lights very often, especially on multi lane roads. Even blinking yellows will bring people to a stop, leading to confusion to people who have a blinking red and can't see the other lights.

if the light is functioning, obey it. flashing yellow goes, flashing red stops until not traffic at the flashing yellow. all flashing red is a 4 way stop.
you treat it as a 4 way stop when the light is not functioning. that means the lights are all out.

But if you have a red, you don't know whether the other side has red or yellow.
Another obvious point that the Mensa-level OT labors to grasp.
Therefore you have to look to see whether there's a possibility that a car will come flying through the intersection v treating it as a four-way stop.
ETA: and my point was, if it's always red on red all the time everywhere then you'd always know. Yes this would suck but so does the alternative.

In that scenario you slow down and treat it as a caution light. If the power is out completely, then it is a four way stop.
