I doubt many people think that. What they do think is that the black culture excuses criminal behavior.

Having a criminal record isn't as taboo in the black community.
Being on govt assistance isn't as taboo in the black community
Being an unwed mother, fathering children with multiple women, not providing a stable environment for children, isn't as taboo in the black community.

Those three things are huge contributors to why blacks commit more crimes. If a person grows up without proper guidance, has plenty of free time because they don't have to work, and they don't fear the embarrassment /shame of being labeled a criminal then it makes them way more likely to become one

The democratic candidate is literally on record calling black males "super predators." Trust me, neither party has the market cornered on bigotry.

What is disappointing, especially in this day and age, is that black people across the board reliably vote one way. People who, as a matter of course based upon their varying class status, will have different interests when it comes to voting on issues. When over 95% of a demographic is automatically in the pocket for one party, what true power do they have? Do democrats legitimately need to address their concerns (not just pay lip service)? Do republicans? Of course not. Both will assume (correctly, sadly), that either they can treat the demographic however they want or ignore it completely. It won't matter either way.

There HAS to be a dispersal of the voting among black people for any true political change to occur. Due diligence, not just voting for a candidate because of the (D) next to their name or the color of their skin. Lack of due diligence is a problem across the board in this country, but it's hit our demographic particularly hard.

I think de-stigmatizing being on welfare has had a negative affect on society as a whole. If you have to have it fine but if you don't and are you should be shamed.
