The only POSSIBLE rationale I can think of is that the sign is geared towards idiots that can't do math, so they see it and think "hmm..that's not a bad deal!" and buy 2 even if they only intended to buy 1. Only guess I have.

I remember someone telling me that one year around Christmas a furniture store had a table his wife wanted. It was on the front page of the sales paper SALE: $300 (I forgot the exact price, but you get the point).
His wife went buy it since it was on sale..
The next month, it was listed as a regular item (it didn't have SALE by it) for $250.
My point is, I guess when people see an advertisement they automatically think they are getting a deal.

There was a bar a few miles from where I grew up that had
