Not really, unless the dude was following Smith how would he really know who Smith was (or following the cop)
If he was following the cop why wait 10 years? This isn't a TV show for crying out loud. Then if he wanted the cop, why attack Smith?

With Smith slumped in the car in some pics plus his wife being shot, I'm going to assume he was shot while in his car. Whether he got out of the car or not, not sure, though.

Could have been when he got back in the car to get his information as well. From the pictures, you can see Smith's arm on the dashboard, the door is open but not sure if from the cops or if it was like that before.

I think the perp stayed at the scene bc he realized he fricked up with mistaken identity and knew this was something he could not run from.

Mistaken identity how? Shooter said him and smith had words before the shooting. Whose Identitiy are you talking about? Obv the shooter knew smith wasn't the cop before he decided to shoot him.

This would be a bizarre coincidence if it turns out to one. I mean, of all the cops and retired cops in NOLA, Smith just happens have dinner with the very one that the perp would have a big problem with.

No the shooter sued several people not just the cop who is in the picture.
