New Orleans is completely out of control. The level of stupidity these people in the video show is unbelievable. I would venture to say most read, write and speak on a 3-4th grade level. The guy videoing says out here trying to make and honest living, no your not you are a panhandler with a musical instrument. You can keep the FQ and at this point you can pretty much have the whole damn city
