I don’t know why, but when people tried to call while we were on the internet, they’d just get a busy signal. We were sharing cars and my mom would get pissed because she’d call us to pick her up from work and couldn’t get through.

Because you didn’t buy the optional call waiting. It was the click notification of an incoming call that caused it to drop. It was also a feature that could be disabled by adding the right mojo to the modem command string.
