It's this knee-jerk reflex by politicians and bureaucrats to say "we've done something!", whether those things make any sense or not. All we did with the wrecking of the economy was cram people in fewer available venues. People weren't staying home. We've all been exposed by this point. Any restrictions at all are meaningless and counterproductive.

Being in a doctor's office is not the issue, it's the agitation to the respiratory tract that makes the virus get airborne and spread faster.
My ex-GF works in ENT and read a paper about how anything ENT related is about the worst thing you can do as it leads to very high infection rates for the people in the room. There was a Stanford medicine paper about a single ENT procedure done...one patient, and it lead to all 11 medical personnel in the room being infected. And she had been in 5 of those when this thing was still ramping up.
