Any department which has taken a lot of public knocks such as BRPD has suffered horribly from this.
BRPD has been hemorrhaging officers while not being able to field full police academy classes unless they take a bunch of shitbirds who would normally be DQed from consideration.

I couldn't be a cop because the first drunken idiot I pulled over and got "attituded", I would beat them senseless.
