This endeavor like all city parish project went to the lowest bidder. the city sends out an RFP and the lowest bidder gets the gig. The 130k I’m quite sure going to continued mantiance of the website , Incase local IT are having issues with something . They just email the company and the company fixes the issue. There is probably a contract for 3-5 years

You just wanted to use the term RFP to be cool. I could have found a willing web designer out the quad to do everything for $35,000.
