Section C clearly states that flashing lights may only be used to signal a vehicular traffic hazard. That means your vehicle is disabled in some manner and you are alerting other drivers that you cannot move with the speed of traffic.
Driving with your hazards in the rain is illegal and dangerous.

I would think (for argument's sake) that a vehicular traffic hazard by definition would include rain coming down so hard that you can't see past ten feet in front of your vehicle.

I don't believe so. As long as you are moving around the approximate speed of traffic - no matter how slow traffic is - you aren't a hazard.

The lights on my car are weak. If it's coming down in 55 gal drums. I will kick them on. It kills me that other people don't put their lights on at all because you can't see them until you are right on their arse.

I was always told it was illegal to ride on any road with your hazard lights on. Hazard lights are for when you are broke down on side of the road. If you feel like you need your hazard lights on, your car shouldn't be on a road.

Rain is not a "vehicular traffic hazard". A "vehicular traffic hazard" is something that makes your vehicle unique in the flow of traffic that may make it difficult to go around - a flat tire, a heavy trailer requiring you to drive slower than traffic, oversized load.
Frankly, if you require someone's hazard lights on to see them in the rain, you should pull over - the conditions are clearly too dangerous for you to be driving in it.
