It really doesn't come across as a tribute to the officers that worked the case...it looks like a tribute to a killer thug.

This. Without reading the article, I thought it was a tribute to Telly. I understand the medium the artist used but imagine what people would think who never knew who he was or what he did.

Agreed. He needs to add some bars in front of Telly's face to show his incarceration. He could use spent projectile if he wanted to stick with the ammunition theme.
