The article is not talking about entry level positions.... its talking about open positions.
Hell in Louisiana most job openings are not for entry level because IT departments are not big enough to support an apprenticeship program.

We wouldn't hire a Network/Systems Admin with no experience. In every company that I've worked for those aren't entry level jobs. Most people start in some associate level position or in desktop support or help desk.

Most small and mid size companies would never do that.
Sys Admins and NEs typically start on HD and get promoted to SAs after 3 years on the HD and training at large companies.
Most mid level to small companies only hire 5 years exp or more.

Most will want CSC, ISDS or an engineering background.
Certification will help if you don't have one of the above but hands on experience trumps all.

General comment-
Network and system admins are being offshored at a very fast pace, and for the positions that require a physical presence, H1B’s are being utilized. This is what I’ve been seeing for the last 4 years in the IT department at healthcare based fortune 5 company.
