The FPA gives the EPA power to set environmental limitations on some power units to keep them from blowing wide open and keep them in a range that maintains reasonable emissions. Essentially, some units can produce more than normal, but fuel consumption and emissions suffer significantly. It’s rarely an issue because those set ranges are optimal for the gen unit and they run very efficiently in them. I don’t know anything about the fine structure but I assume there is some way for the EPA to penalize violators.

Abbott took all those big donations from ERCOT so they would be able to get away with this. Gotta deal with it now.
