Testing the OT construction knowledge.

I am looking to buy a rental home. It "could" be a good deal but it has a big problem.
The home is 20 years old.
The front steps (15 of them) leading up to the landing have sunk down. It has caused the top step to separate from the landing by 2 inches.
The seller thinks it's gonna be a minimal repair ($2500).
I am thinking it's gonna be huge ($20,000).
I am having a foundation and concrete repair company come out to look at it this week.
What is everybody's guess on the repair?

I am guessing it is a brick, concrete combo, with a covered roof. OP is terrible with details.

Hard to say without pics or more info, but I'm guessing minimal to repair.

Hard to tell exactly what you mean. I've bought houses 80 years old that had to be drastically raised and leveled. If access is easy and plumbing is clear a pier and beam house is fairly easy to do. A good floor or bottle jack, 4x4 or 6x6 to cross support the floor joists, cinder blocks, and a level are cheap materials and labor shouldn't be that high if you can find an :old timer" or do it yourself if ambitious. If it's a slab, I just bought a "cracked slab" home a year ago. It was attractive because that can scare +90% of buyers away. I'll live in it for now and may or may not fix it. Most people don't realize how many houses in south La. have cracked slabs / settling / sinking and many never find out. It's common and many times not a serious structural issue. If pipes are breaking and doors won't close, that's a different story. 2" may not be a big deal, hard to say. It's a hell of a bargaining chip, just make sure the price is right when buying.

Blood sucking worthless leach real estate agent here with the answer.
the original builder core filled under landing with dirt vs. Gravel to save $ knowing that by the time this happened he'd be long gone.
My guy could knock it out for around 2k, gravel and concrete are high these days
