What he's getting at is you don't understand radical Islam, and that post shows it.
Their #1 belief is to bring on the apocalypse by starting a war with everyone else (completely dumbed down version). It is what they are put on earth for. Just like you think you need to eat, they think they need to fight "bad guys". That is no joke. They would kill you in a heartbeat if they could. Everything they do is to bring about the apocalypse. They don't behead people for nothing. They are trying to bait everyone in
They don't want to be your friend. They don't want any property back. They aren't fighting injustice. They don't care if you take their oil. They have the city where the apocalypse is supposed to happen. All they need is people to kill. They don't want anything other than to bring on the apocalypse

I don't know why you felt the need to quote the United States Constitution. There's 1 billion Muslims in the world. No matter how hard we try we are not going to eradicate the Islamic religion. What needs to change, needs to change inside of Islam.
