I have said for years that BBB is a joke and basically acts like the mafia in that it offers you protection in the name of higher ratings for money.
They will also hound the shite out of you trying to get you to accept a hearing put on by them if you and another party have a disagreement yet they have no legal ground to do so.
In short, the BBB continues to be a joke yet many people still think they yield some sort of power because they have "bureau" in their name.

We had the BBB logo on our website (small business, small town, crappy website with no traffic) when our site was created because at the time we were a BBB member. Well, one year we decided to drop it because it's pretty much worthless but nobody even thought about having their logo on our website removed. Fast forward at least 4 years and we get a call from the BBB demanding we either rejoin the Bureau or immediately remove their logo from our site...and if we didn't do either within 48 hours they were going to update us to an "F" business rating on grounds of copyright infringement or something similar. Clearly we should have dropped their logo when we dropped the membership so shame on us, but it really was an honest mistake/oversight. But the fact that they have employees on the payroll trolling past members' websites for crap like this truly amazed me.

In their defense, you can be a terror group AND have great customer service.

It shouldn't at all. It should be expected.
It's like that with every professional or trade association. If you claim to be an attorney and are not, why would you be surprised if one day the bar association calls you and threatens legal action for claiming you're a member?
