Last quarter at Louisiana TechI fell three points shor on both my physics and calc 4 final from making an A. Neither one got bumped up, I feel your pain. And with engineering I need As when I can get them

Many times the decision to round up or not to round up is based upon what type of student you were. Class attendance, participation in class discussion, adequate preparation for class, etc.
That said, one agrees to the syllabus by continuing in the course after the syllabus has been handed out. I normally let students know where they stand throughout the semester so that there are no surprises.
If the instructor works from a threshold perspective, 89.8 is a B. 90 is the bottom score for an A. I use a 7 point scale in my classes, so you would need a 93 to get a A.

I'll just throw this out there:
The professors I've worked with (not as their student) goes by the standard grading scale, but in practice of the submitted grades it is curved.
Not by adding points to the students, but because when you plot out the grades, you often see defined clusters. They think it's absurd to grade by the standard of looking at a half percent difference in average and say there is a huge difference in ability in those students.
So getting a 89 will guarantee at least a B, but if all the As were low end and you were close to them, you get merged in that group.

The honest truth is this one B/C isn't all you did to possibly lose your scholarship either. Don't blame you for trying, but you can't be upset with Prof if they don't round for you.
