yes in the South where basements are uncommon.
I knew several people who had hot water pipes burst during Feb. 2021 in Houston with hot water heaters in the garage. It's common to have them in the garage and there's not really much special insulation as usually just being in the garage is enough in Houston.

We had the same issue, until we defrosted the gas regulator. We installed a heat lamp next to it and that helped.

Update: hot water is back.

Absolutely normal. You have the option of putting them in the attic but you have to vent them to outside or simply attach outside. We have 2 of them, one on each end of the house. Installed 2009 on new home and zero problems so far. Noritz brand.
I always put a blanket and small heat lamp or light bulb that actually that puts off heat underneath it during cold times.

Your pipe running out to the unit and then back into the house is frozen. I had this happen.

Same here last year except mine is in the garage. Pointed a space heater at it for like an hour and it melted and started working again

Keep an eye on it - if a pipe freezes, the expanding ice can crack it. Only after it thaws will it start leaking. You don't want that to go unnoticed.
You should do something to protect it, probably just letting the water trickle a bit in the house will be enough, as others suggested. But that only works if you are at home to do it.
