DOTD builds whatever it is told to build by the Legislature. It isn't like a bunch of guys at DOTD are sitting around saying, "Hey, what should we build today." Legislature funds SPECIFIC projects and then tells DOTD to build with that SPECIFIC funding. Get pissed at your elected officials. The people that work at DOTD (lots live on the West) are just as mad.

Yes, everyone from DS is gonna take the loop to Zachary or Gonzales and come in from the south or north......not. They will ignore the loop and head dead west and the unused loop will last a long time with little traffic.
If you want a loop it would have to cross the river south of Gonzales/Plaquemine, east to just west of Hammond and north to St. Francisville at the new bridge.
What has been proposed up to now would be an inner loop and would solve only one traffic woe and that is big rig traffic east and west to plants south of BR.

The problem isn't local traffic, it's external traffic. Traffic passing through and traffic that now comes from outside the BR city limits due to people leaving BR and expanding east along 12 and south along 10 are the two largest factors. Any real fix has to address these first, anything else is just a Band-Aid (or a placebo).
Looking a little wider, there is also a problem with the Plaquemine/Port Allen corridor in that it's primarily dependent on LA 1 and is an utter slave to the intracoastal bridges. As we've seen this week, if something happens to the intracoastal it causes a clusterfrick well beyond just Addis and Brusly.
So why not address all this at once?
Making something like this (6-lanes) not only allows pass-through traffic to go completely bypass Baton Rouge, it also opens up metric fricktons of land on the west side of the river but (even more importantly) it also opens up shitloads of undeveloped land where growth is already happening on the east side.
4 or 6-lane 30 from LSU down to the new bridge and you create a massive new level of access to and from LSU (which would also pull traffic from going through the city).
While LA1 would still be the primary route for the Plaquemine/Port Allen corridor, this would give them another ingress/egress should another issue happen with the intracoastal as well as facilitate growth out there.

The interstate at BR is a national embarrassment. This thing runs from L.A. to Atlanta and this is the worst section.

It's that damn bridge. Luckily I don't really ever cross that thing. I went to my kid's track meet in Port Allen last year and realized that I probably haven't been west of the Mississippi in 2-3 years.
