Get a Barnes & Noble Nook HD.
$129 gets you a great display on an android tablet with full access to the Google Play Store.
My 14 year old uses her Nook more than her laptop for all things web related.

Asus memopad hd is a solid tablet for the price. My kids have played them non-stop since Christmas without issue. Easily customizable for parents. Bought on Amazon for $129.

Grandparents bought mine a Kurio. She loves it, but it doesn't stay charged very long. It may just be that ours is a dud. Not sure if that is a common problem with them
My MIL bought her the leap pad thing and she really loves that one the most. She's really into the writing letters game and rhyming game. She mainly plays it in the car and on silent at restaurants or church occasionally.
With that said, it's not a bad idea at all to invest in an iPad or iPad mini with a sturdy case. There is so much for them to do on it.

I'll second the Nabi2. Alot of good games come with it, as well as "lesson plans" for all ages to use. But I have had some charging/power issues with it occasionally.

You can get a VTech Innotab from Amazon for less than $40.
It's not really comparable to an ipad (much more limited), but is durable as heck. Age 2 seems pretty young for a fragile device. There is a wifi version for a bit more as well, but you can't get Netflix or anything like that, so it seems pretty pointless.
You do have to buy game cartridges, but you can find them on ebay for pretty cheap, and each cartridge contains multiple games/books. There are downloadable games/books, too, and they used to give you a small credit with the device to get you started.
The nice thing about the Innotab, in comparison to the Leappad (in addition to being half the price), is that it has a built in MP3 player and removable storage, so you can add your own music directly to it. Can't do that with a leappad, last I checked (you can only purchase their music selections).
Two of my kids have had these and enjoyed them, and they survived numerous drops/falls that surely would have destroyed an ipad. Might be a cheap alternative, even just to see how the kid handles it.

Team Nabi2 here. A few months ago they made the full android OS available on it, so now in "Daddy mode" it operates like a regular tablet. Makes it so much better for opening up the Google Play store.

My two year old has an iPad that I slap movies on wirelessly whenever I feel froggy. He can turn it on, find the videos, and pick the movie he wants to watch. It's helpful on car trips, and when we just need a break for a little bit.
I got a 64 gig so he can have a nice collection. It's also the first generation and I got it off eBay for $100.

Yes. Any app available in the app store can be put on the "kid mode" desktop. Netflix is the primary one my kids use, but I'm sure netflix will work to.
