Well the language is very clear.

Had you told me 20 years ago you could lose your job for accidentally calling a co-worker by an incorrect pronoun, I would have thought that sounded ridiculous too.

And yet it's still clear it's specific to messaging campaigns. Even better, this applies to all carriers and A2P services. It's much easier to grab the pitchforks and cry instead of spending 2 minutes reading.

No, all 3 tiers apply. It's specifying the level of the fine. Do yourself a favor and do some googling. It's really not that difficult.

Which is a great option, but they are a VAR like I mentioned. They just resell the main carriers product. Yes the carriers get less of the profit margin from your acct, but they still get their piece of the pie. And their policies should still carry over to the VAR customers.

I think Patriot Mobile was a T-Mobile only VAR (Value-added Reseller) originally, but I think they carry the others now too.

Yea and they’re using big corporations as a loophole to get around this. It’s time SCOTUS gets a case to rule on this. Big corporations shouldn’t be able to infringe on your rights especially with something as big and common as telecommunications. They can’t fine you because you text your friend a picture of a gun you just bought

Bandwidth.com provides SIP and messaging services. To send messages to cell providers, there needs to be an interop gateway, T-Mobile is essentially stating that marketing (shortcode and 10-digit-longcode) messaging and such are prohibited from being spammy.
They will fine the service provider a lot of money (which a service provider has) if they are ineffective at stopping spam.

[Edited to add: I should also say that being an MVNO, the subscriber utilizes Verizon's and T-mobile's own messaging systems, so there is no sort of interop gateway needed between USMobile and other carriers. This agreement is only for bulk third party senders of messages. Like "text CRAP to 555321 to save on your car insurance!" or the SMS votes you can do for like TV shows to vote an audience winner for American Idol if that still happens]
