There are Lucy's in Aruba, Costa Rica and Key West, so it makes sense to bring a person with business interests in both New Orleans and the Caribbean.

But the literacy rate is 0 and they have more doctors per citizen than any country in the world, Cuba is a thriving communist utopia!!! /sarcasm
I don't get the big deal about this trip or this lady being on the trip. Havana and NOLA having a good relationship could potential be beneficial to both cities if our relationship with Cuba opens. There are a lot of cultural overlap between the two, though not all of it is good (ie corruption).
