Stop lights not functional, rules of the road with a twist

We all know when a stop light is not working it should be treated as a 4 way stop.
However, recently on a route I often use metal poles went up and soon after stop lights followed at an intersection where there were none before. The stop lights have not been activated/powered. They've been up for a couple of weeks...
Some people stop (I assume folks that haven't seen them yet) and some people blow through like nothing has changed since pre traffic light erection.
Should traffic be treating it like a 4 way stop?

The parish or state should put up temporary 4 way stop signs for the morons driving out there....

They usually set up street lights and let them sit for a few weeks so people recognize that they're there before they're activated. Proceed as you normally would until the lights are activated.

No, it should be treated as how it was before. This assumes the lights have not yet been turned on and aren't just out.

how would a driver know? i don't think the rule says anything about lights having never been turned on.
The Louisiana statute says: La. R.S. 32§232.1. Vehicle approaching intersection in which traffic lights are inoperative
A. Unless otherwise directed by a law enforcement officer, when a traffic control signal is not functioning at an intersection, and the signal lights are completely dark, the intersection shall revert to an all-way stop and traffic shall proceed in accordance with the provisions of R.S. 32:121(A)

If the lights are covered, they're not considered to be malfunctioning.

Usually light like this are covered until they are activated.
