Just to get the facts straight in this thread.... The boat WAS LOCKED on the trailer, attached to his truck. It was parked in our driveway and we live on a dead end street with only about 8 houses on each side. The lock was cut when it was stolen.

A boat that is attached and locked on somebodies truck during a flood like this is obviously being used for rescues. The thieves must have been desperate to get to somebody. (I am neither OK'ing or condoning their horrible actions)
In order to figure out where they were trying to get, we have to look at where the boat was located, and what roads were open going out. They came in from somewhere and went out the same way to get wherever they were going.
While AP and LP seem likely, was there anyway to get to them? Old Hammond had bad flooding around Blvd de Province and the back part of Sherwood. East of Sharp road had flooding. I know very little about any flooding north of Florida blvd.
Did anyone in these areas look around for the boat, or the trailer attached to a truck?
What physical areas have been checked?
I feel that the LEO's are going to find it abandoned and hope that it is in good shape when found.

These desperate people would have passed many official and unofficial rescuers they could have asked for help on the way to "borrowing" this boat.
OTOH maybe they didn't want their meth lab discovered, so they couldn't risk asking for help. Either way, no sympathy.

My money is on Methheads or Dindus using it for looting. When they spend their last dollar for drugs they'll have no money for gas and will abandon it.
As mentioned, hopefully it will be not badly damaged and covered with finger prints.
