The Director of the FBI laid out a very strong case for indictment against HRC and then said basically that there wouldn't be enough to prosecute, so they are not recommending indictment.

It was more than that. He basically made a case for gross negligence. He used terms like she "knew or should have known" and "reasonable person", which are legal standards.
And then said no prosecutor would be able to make a case out of it so they weren't reccomending indictment.
No doubt a deal was struck to give her a reprimand, but in a way that her media puppets could roll with the headline:
"Clinton cleared of all wrongdoing!!" which is a total lie
