I wonder if the reports of 12 witnesses corroborating was correct and they went back to Dorian and said "Here's what we have from other witnesses, are you sure you want to keep this as your official statement? It's now or never bc once it's provided to the jury, you can be prosecuted for making a false statement"

Thing is, what is there incriminating against the officer to bring before the GJ if even the closest eye witness says the officer was attacked?
In reality, you can't shoot someone that beats you up but you can use deadly force to defend yourself from death or serious bodily injury.
