Who knows? They could return a bil/no bil in a couple days or they could ask for more evidence and the investigation would resume.

No, Nixon is very smart. A vigorous prosecution doesn't necessarily mean an indictment or a conviction. He wants them to do their jobs fast and thoroughly. He's saying enough to appease the mob, without really saying anything. He's a politician. I think he knows that it's very possible no indictment will be returned. "Justice" doesn't necessarily equal charges and a guilty verdict. I think that was a very carefully crafted statement.
