Doctors aren't paid based on how much they charge, as you know. They're paid largely based on negotiated rates. So if (just using round numbers) neurosurgeon 1 has $2M in revenue and pays $250k in insurance premiums and neurosurgeon 2 has $2M in revenue and pays $500k in insurance premiums, the premiums will drastically effect his bottom line. He cannot simply "raise his rates" as a private business might as he doesn't have nearly as much control over the price. But the off-loading of liability from police to tax payers (and this is largely true of all public sector workers) leads to less accountability for them.
If a neurosurgeon is part of a group and regularly makes mistakes which makes the practices' liability increase, they dismiss him. CBAs and a lack of payor responsibility for liability limit that for police.

Point still remains that doctors aren't going to admit fault and a jury of their peers has to find them at fault for there to even be a claim

Even if this goes to trial, no way Cops lawyer allows it to go to trial in City Federal Courts building(federal charges).
I would have to think they try to move this to Springfield or another heavily conservative area with a Federal courts building.

I read it. but the former mayor of philly and LA were also on the t.v. this morning talking about how they would have sent their "community support team" into the neighborhood first thing. I'm sure Furgeson would love to have the budget to and manpower for a community support team.
