Sure. And there's a difference between what's legal and what's ethical. But he's going to be judged by the legal system for his legal punishment.

I can only speak for myself personally, but I would be very uncomfortable kit-ing up in full battle rattle to take to the streets against civilians in my home town.
The MP units have a lot of training in situations like this as "protests" and civil unrest was a daily thing in parts of Iraq.They worked with PSYOPS units with combat arms back up to try, and often times find, peaceful deescalation. Totally different dynamic here obviously.

He also authorizes the highway patrol to take measures including but not limited to restricting or closing streets in the city of Ferguson, effectively shutting down anyone coming in or out or even being out and about at all

I hate to go conspiracy theory but I feel like there's a bigger picture to this that we're all to distracted by the bs to really understand. I refuse to believe that our government could be this incompetent on so many levels without their being a motive behind it
