Not being silent and harming innocent people are different things.
Also, if you're worried about being in the justice system, why would you commit crimes to show that you don't like how you're treated by the justice system. Seems like flawed logic to me

You can stop going out of your way to discredit the kid. There are enough legit reasons. No one has ever questioned that the first shots were at the car. Later in the sequence is when he had his hands up and was shot multiple times.
