When you don’t have leverage you need to negotiate...my guess is that the City of BR could greatly benefit from helping in the transition as opposed to continue to fight a losing battle.

This assumes they will be rational.
St George is taking a ton of money away from they that they have already spent in their mind. They would rather bankrupt the city in losing legal battles to reclaim it than cut their losses.

They don’t have a city property tax. Nothing different from what they paid when they were unincorporated.

To use the divorce analogy from the committee chair yesterday (which was silly), maybe the city needs to address its own issues and trim the fat and tighten up. But given the leadership, I imagine they will linger in the stages of grief.

It's the opposite. In terms of total public revenue in EBR Parish, more public money flows out of the proposed St. G area than flows into it.
Understand that the opposition's base is compromised primarily of people with a HS education or less. They are going to believe whatever is told them despite the actual statistics.

Re-gentrification happens all the time. It just takes vision. I agree the local population can't do it themselves and therefore an honest dialog is needed led by good people. But, it isn't true to say it absolutely won't happen.
This furthers another point: StG people say the incorporation will stop the spiral downward but truthfully, this move will further it. StG will likely stabilize to some degree (not significantly upward nor downward) but BR will see noticeable setbacks and the metro area as a whole will not truly prosper long-term.

The problem is the population incapable of doing it holds the elective power in the Parish and sends incompetent leadership to City Hall. The people capable of making inroads are completely boxed out of the process.

It will stop in the proposed area. And the goal is to stabilize the Parish through St. George. BR is lost regardless of what happens.

This isn't exactly true. Most without a HS education are in NBR and view this as StG people being racist in pulling out rather than address the issues.
Most in the more prosperous areas such as Hundred Oaks, Southdowns, etc. are highly educated. They see the StG people as highly frustrated and disenfranchised and who are being sold questionable facts about how their lives will be better by incorporating. StG people want action (we all do) and feel anything is better than status quo. These BR people believe that this separation will make permanent the rift between north and south BR and significantly lowers the horizon of what can be accomplished for our region in the future.

Zachary, Central, and St George propping up EBR is far better for BR than everyone picking up stakes for Livingston and Ascension.
And the latter has been happening for 30+ years.
If St George fails, the last one out of EBR needs to shut the lights off.

It't not one or the other. St George taxes will go up AND Baton Rouge will have cuts. Running a city isn't free.

The downward spiral of NBR is happening whether or not StG happens. So yes, while StG may increase the speed at which that happens, it is also a chance to save the parish as a whole by keeping people from leaving all together.
