It was a moving target.

Every time people moved out of an area, Parker would re-juggle his formulas and start sending people all over town.


About the only definite effects were that more white kids would leave the system every time he would start screwing around.

It took until people started joking in his courtroom that the case would never be finished while he was still serving for him to take the hint and retire, at which point it got settled within a short period of time.

Parker's plans are like most liberal plans... they depend on people not saying "frick this shite" and bailing on the situation.

That's why communists get upset when people flee the country or high tax areas get upset when producers flee for greener pastures.


I'm not sure how many students were in EBRP schools in about 1980-1982 but I bet it was a damn lot more than today given the explosion in private schools, parochial schools, and schools in surrounding parishes.
