St. Bernard Parish Sheriff Katrina/Drug/Corruption Conspiracy?

Hanging out with a buddy of mine from StB Parish this weekend and after a few, he unleashes this story about parish corruption after Katrina. I think nothing of it, as that seems par for the course. But then he launches into how a long standing sheriff, Jack something or other, and the police department before/during/after Katrina was engaged in smuggling drugs via train and stashing them at the LeBeau Mansion? I love a good conspiracy theory as much as the next guy but this just seemed way to ridiculous to be true. He claimed that this was "well known around the parish" and that the mansion was burned down to hide any evidence.
So I ask the OT, is my buddy full of it or is there any truth to this?

There are two options here.

1. Multiple people engaged in a high level conspiracy and no one did anything about it or posted anything on social media or alerted any of a number of outside law enforcement agencies who would investigate. This in the age of FaceBook when people post everything.

Or

2. Urban legend.

No idea about St. Bernard Parish, but a Sheriff can pretty much do any damn thing he wants and we the public have very little means to even know about it or stop it.

Only "conspiracy theory" type stuff I've come across was the roving band of NOPD ransacking penthouses and the ever infamous "Superdome snipers" that the crazy poster in here was zigzaggedly related to.

Eta- IIRC there was a big thread about Katrina stories that had a few potential conspiracies sprinkled in it

Jack Stephens is the sheriff he is speaking of.

Look, the parish has had and somewhat continues to have a drug problem, especially with pills. The current sheriff, Pohlmann (who was just re-elected last week without opposition) has really been cracking down on the drug trade (his son actually died a couple of years ago from an overdose, so it's personal to him). But while they seem to be making a decent headway getting the pills sold from person to person off the street, they still can't stop the docs and pharmacies from overprescribing them which is how they get on the streets in the first place.

The SBSO was not taking drugs off a train and putting them in LeBeau. That plantation when it burned down was completely empty except for some crap left behind by vagrants.

Now were some deputies doing shite on their own? Very possible. And considering the DA at the time wasn't exactly one who liked to take cases to trial, when and if people were caught, the penalties were minimal.

All the ATMs, which were underwater during Katrina, were all empty when residents were allowed back into the parish weeks later.

I don't live in StB but I grew up there and have ties there.

You're talking about former sheriff Jack Stephens and of course there were many, many (most likely true) rumors of him and the police being very corrupt.

As for the LeBeau mansion, I haven't heard that rumor, but that's stupid. Kids used to break in and hang out in there all the time. I mean, that's how it actually burned down.

Why would police store their top secret highly illegal drug stash in a mansion that kids break into all the time

Not really anymore, fake pressed pills are probably way more prevalent than actual pills from a pharmacy these days.

That's the guy.

Yea, it sounded way too ridiculous to even qualify as a conspiracy theory.

I got more results looking up his connections with the Meraux Foundation. That seemed far more plausible than drugs and a train.

also heard ole jack was involved in buying up all of the property on paris road surrounding the site that casino was supposed to be built on.then when the casino deal failed magically all of the property went up for sale.
