Spinoff: EMP attack. What's your first move?

A huge EMP or something similar sends us back to the Stone Age. No structural damage occurs, but electricity, internet, utilities, and refineries are knocked out indefinitely. What is your first move or objective?

I would assume this would be difficult because an EMP would fry the vehicles. But let's say your neighboars have an alternative method to travel. Let your neighbors steal the water and ammo from the nearest store. While they are gone break into their house and wait for them. When they return with the goodies, kill them.
