Remember when there was a national conspiracy theory that those markings were instructions to the NATO troops that were going to invade the US on behalf of the New World Order? Conspiracy said they wrote on the back of the signs because invading foreign troops came from countries that drove on the wrong side / wrong direction of the road so the back of the signs would be facing them. This happened several years ago and maybe my numbers on the speed limit were wrong but I assure you that is the only thing wrong.
You know how I figured out the construction company put the signs up? I called the "sign shop" in Baton Rouge and asked for a work order from the shop foreman, a guy named John. He said for speed limit changes a work order is absolutely necessary. I asked for it and he told me he didn't have one because the construction company did it.
Since I got my ticket for violating 32:63c. Which is around the setting of a speed limit. I went online to see exactly how a speed limit study is done. I can tell you from experience that every other chapter of the Engineering manual for that stuff is available online except for one. Guess which one... Also the traffic engineer for that area (Probably you) argued with me that it was actually online until I asked him to step me through it. Then he didn't want to send it to me. ( I can forward you that email with the manual if you like. It's from 2011 so this was a while back) Also, this very same traffic engineer (probably you) said he wasn't subject to be subpoenaed in court because I said I might call him to testify that there wasn't a traffic and engineering study done. He said it was against the rules. I just laughed at him and asked him to point me toward those rules. Also, he couldn't give me any records because they turn everything over to the engineering firm when they start a project.
And since you are so sure the speed limit never goes above 60 on Bluebonnet follow the LINK It's a google earth picture of a 65 MPH speed limit sign hanging on the Bluebonnet exit sign. Funny how easy it is to get a little confused on the numbers huh.
I also got the State police to change how they were administering the Motor Vehicle inspection program because they weren't following their own rules. But I bet you wouldn't believe that either.

Why is one lane Hwy 22 45 but a three land road is 35? All about money. It's only going to make traffic more backed up leading to that bottle neck by Butterkrisp when three lanes turn into one.

I certainly don't trust STP govt. They weaseled in a sales tax increase a couple of years ago in their "special enterprise zones" or some bullshite like that. I can't remember the official name, but they were designatated by areas with a lot of commercial business and few residents (basically I-12 & 22, 12 & 1077, etc).
The public voted down re-newing the Jail and Justice Center mileage renewals for the third time last month. The parish govt sent out mailers and ran ads saying that they were "required by state law" and had to be renewed. They also tried to compare STP crime to NOLA crime. They'd probably do better if they actually told the truth, but they're politicians and it's not in their nature.
It wouldn't surprise me if STPSO was out there writing tickets with a vengeance. They've got to pay for that new fleet of vehicles (and paint jobs) along with their jail and justice center.
