This isn't anything that new to be clear - Elon said a while back that SpaceX was pursuing Boca Chica, Cape Canaveral and offshore launches for Starship.
Just serves to confirm that plans are moving forward. Lots of oil rigs in the Gulf of Mexico to choose from...

Any baws here gonna apply? Sounds kind of rough to have to work on a platform. Description doesn't mention a rotating schedule or anything, I don't think

You could live in South Padre and take a boat to work through south bay. Probably quicker than taking 48 all the way down to Brownsville and coming back up to Boca Chica.
