Last thing cities should do is spend MORE money to remove the problem. Just stop giving to these people.
I give rarely, but I do sometimes. If a little kid or dog is there I will muster up a dollar.
Saw a sign recently that said "I'm a good dude who made some bad decisions. I have no family to help me. $38 for a motel room. Anything helps."
Guy was dressed in decent clothes but they hadn't been washed in weeks obviously. I gave him a $5.

I don't give money to homeless. If I have some extra food in my car that I didn't want, I'll give it to them, but why should I give them money?

A buddy of mine asked a bum in downtown LA where he slept at night. The bum said he had a house in the San Fernando Valley. One in Ft. Worth tried to buy $150,000 dollars in mutual funds. I beluve that story.

Probably because he has burnt bridges with his family for being an addict. Tough love by family. They have done everything to help him and he wouldn't help himself.

Regulate and tax panhandling like some cities who require a license to panhandle. Or start fining people who give to panhandlers to create a deterrent. Although that might make some people more likely to give.
