Youve got two separate issues here. Like has been mentioned above, the shite stained shite tickets in the trash can is probably an accident from habit. There are still even a fair amount of bathrooms in south and west Texas that require you put shitty shite tickets in the trash can next to the toilet due to the type of plumbing or septic system as opposed to flushing it. Its a really hard habit to break when you encounter such a situation, so I am sure the habit is also hard to break going in the other direction, so just bring it up to the forman on site.
Before you go so far as to completely stop payment and withhold payment for shitty work that is still ongoing, save yourself a whole lot of headache and stress and just go talk to the head guy about what your expectations are. Unless the guy truly doesn't give a shite about money, he will make the adjustments. Just remember that (assuming you weren't dumb enough to pay more than 15-20 percent in advance of the work), you hold all of the chips in this bargain and they don't want to fight just as much as you don't want to.

How about you not be a little bitch and just gather them up and let them know of the issue. Then, tell them not to fricking do it again.

Also, you are going to need to take some stool samples from the soiled TP. Keep the samples in your freezer because they will be needed for evidence in the lawsuit that's coming, either from your or the contractor.

When I was working in a swank hotel in Austin the migrant workers on the condo floors that were always undergoing construction would hide in the closets in the elevator lobbies and literally drop deuces in the corners. Indoors. In a finished closet. In a public space. Of an upscale hotel.
Apparently, there are indoor outhouses in Mexico. Is that an oxymoron?

I am curious about your expectations. If you identify the guilty party, what remedy are you looking for? Discount? Apology?

that's pretty common just about everywhere down south, he probably thought he was being courteous(to your plumbing system,) not uncommon in SA to see signs in restrooms at decent cafes, asking you to either not throw tp in the waste basket or asking you to please throw tp in the waste basket

I know it's gross to us, but not so gross where he grew up, and it's not necessarily an indication of his trashiness, just a product of his culture, a lot of our cultural things that we take for granted are very offensive to people of other culture, ex.,extending your hand for a handshake is offensive in some countries, walking into someone's house with your shoes on is very offensive in some places, taking a picture of someone or their possessions without permission can be very offensive, etc., etc.

You think you are correcting me. You are saying the same thing I am. Ive been to Mexico/Asia/South America...etc..
Im not talking about trashiness or offensiveness. Im talking about sanitation. Asians throwing their trash into the street. Mexican putting doodoo in the trash can.
They need to leave that behavior in the homeland. Cause in America, we dont want disgusting shite everywhere.
