Just leave an anonymous note on his vehicle saying "I think your wife is cheating on you. Hire a PI as soon as possible". He either does something with it or he does not.

First off, i never believe these types of threads. If i had a moral conundrum like yours the last place i'd go to for advice is the OT.
That being said, this isn't exactly rocket science. Tell your wife what you saw ASAP and let her decide how to handle it. Not telling her is a big mistake because if it ever came out that you knew and didn't tell her she'd be pissed.
Yes, you may feel like crap for not giving him a heads up, but the last thing you want to do is to piss off your wife and in laws to be "the good guy". You didn't even really catch her "red handed". You caught her in a compromising position.
Tell your wife and let her deal with it. That's a hornets nest you DO NOT want to poke around in. It's like passing a car on the side of the road with it's engine on fire and thinking "I bet i can put that fire out with my face".

While there are some good suggestions here, I think you have missed the obvious. Hear me out.
Post a pic of your SIL, along with where she works, lives, drives, hangs out, etc. (City is important.)
Describe the truck she was in when she was giving the guy mouth hugs.
There are multiple people here from your city with time on their hands. You will have pictures, names, dates, places, etc. within a week.
Some posters may even blackmail her and share some fluids with her. It would end up being the most epic thread ever on TD.
The ball is in your court.
