I did this with Mexico City Mexico one time. 78,000 fatalities and $500.00 worth of damage.

I did the “Davy Crockett” and it pretty much only covered north Baton Rouge.

Close in, not so much, as a large percentage of the blast energy is manifested as static overpressure (caused as the nuclear device and it's surroundings turn into plasma and violently increase in volume, expanding outward and compressing gases in front, creating the shock wave. If you're that close, though, there ain't shite that's really gonna save your arse because you're probably on fire and rapidly becoming part of that expanding gas.

Farther out, though, blast effects become more dynamic (caused by air rushing rushing outward as opposed to direct compression, essentially strong wind) and geography might shield you from some of those effects as well as the direct ionizing radiation from the fission products at the hypocenter (though that's fairly strongly attenuated by air and doesn't reach out all that far) and the thermal radiation from the fireball (not so much attenuated by air and will set your arse on fire at a good distance).

If you're close enough to feel blast effects, though, that hill ain't gonna save you from the fallout unless you're a Hobbit and your home's built inside of it.

ETA: Useless trivia of the day: nuclear detonations have a characteristic double light pulse associated with them. It is a dead giveaway that an explosion is nuclear in nature and the characteristics of the pulse give a way to measure the rough yield of the weapon from a distance. The instrument that makes these measurements is called a "bhangmeter" and is one of the primary instruments, along with gamma detectors, that both we and the Soviet Union mounted on satellites to monitor for above ground nuclear tests.

The most I can get is 12 million deaths and casualties hitting Manhattan and having the wind blow towards either Atlanta or Boston.

If the untested largest Tsar Bomba hit in Montana between Hwy 89 and 462 it would cause 30 fatalities. 20 fatalities SSE of Jordan, Mt.

Ocala was a decently high target apparently because of the Nuclear energy plant near us. We actually had a scare in high school. They turned off the schools lights and had teachers lock the door from a low flying plan...not sure how that saves us from a bomb..but yea
