And yet some criminal politician 75 year old white guy will run again that none of the younger voters give a frick about, 2000 whites will vote and SWB will win without a run off.

Wish we had some type of ordinance that states it would take 65% of register voters to actually vote in an election to make the results official.
We have to many elections where only something like 23% of the registered voters actually vote.
If the election does not garner at least 65% of voters voting then that elected position remains unfilled for the next term.
Too bad.
If we don't have a mayor-president then the Sheriff can run the parish.

All EBR Parish voters can vote in the EBR’s mayor’s race.

There was a time when there was a city council and a parish council. I remember that.
I don’t know how it all worked, but that is what was in place.
