But it didn't bother you?

Maybe it's slight OCD, but it really bothers me when I see a number like -.21 written out instead of -0.21.

me too, it bothers me just reading it in your sentence

my OCD usually doesn't affect things like this, its usually over organization and cleanliness.

A measurement that is 1/16th of an inch is 1/16", not 0 1/16".

The correct way to dimension something exactly 1/16" is .0625". I couldn't care less about what you do with your stats or Commie Pinko metric units, but in imperial measurements it is customary to drop the leading zero.

Considering where I lived in college I always led with a zero so that the prof could tell the diff between my decimal points and random roach turds on the paper.

A decimal is a fraction.

And on the note of units, if you see something like .010 with no units, that's assumed to be ten thousandths of an inch (because what else would it be)?

I typically write -0.21 so the decimal isn't overlooked and confused for -21

I'm an engineer and throughout school to this day I can't say I am consistent with or without a leading zero... I probably keep it at around a 60/40 split in favor of no leading zero if I had to guess.

If typing I will always use the zero though. It's weird.

ALWAYS include the leading zero when writing IMO.

Leave it off when punching in your calculator if you please, but when it's on paper include the zero.

An extra zero on the right side indicates a greater degree of precision. For example, 21.0 is not the same as 21 because 21.0 indicates that you are confident in your accuracy to within one tenth. 21 shows accuracy to within one instead.

Of course, on the left side that doesn't apply although I'd prefer to have the leading zero just to be sure the reader doesn't ignore the decimal. Finally, we need pics of you and the roommate scissoring.
