They are correct. But, it has more to do with the void ratio of the disturbed soil than the full moon.

It is absolutely true! For the same reason you will have a higher tide on a full moon than a new moon. Gravitational pull.

This is correct, but for reasons unrelated to gravitational pull.
Your inability to fill the hole completely on a new moon is because the moon provides less light than it would on a full moon.
So as you shovel dirt back into the hole, you end up missing because you can't see the hole. You'll find the the majority of holes to be only about 89% filled during a new moon.
